That was going to be a forward pass anyway, seems fair especially given the earlier calls against France.

He's not offside cause you can't be offside on a free kick/penalty kick, the actually offense is not retreating back 10.

attacking team can't milk an additional fk or pk if the other team is attempting to retreat.

Actually thought that was a slap down his arm shot straight at the ball. Eyes were in the tackle though. Not easy.
