It means it's not likely he is going to sign in the next couple of days at least. If they felt it was imminent they would probably say nothing. He probably will sign in time through.

If Sarries lose Farrell and B.Vunipola that's a lot of cap free up potentially.
Would you try and replace Farrell with a star? or do you go from within maybe play Lozowski for a season? or sign a youngster like George Barton (Who I think would be great behind a Sarries pack)
