Okay. So if the ref gave a red, the bunker couldn't downgrade to a yellow correct?
No, because if the red gives a red it doesn't get sent to the bunker.

Ref can show a red card.
Ref can show a yellow card and crosses his arms in front of his face, asking for a bunker review
Ref can show a yellow card.

The bunker only reviews the 2nd situation.

I am actually not sure. I don't think so though! A ref has to signal for the bunker, so I don't think he can or would do so from a straight red?

South America, an area World Rugby should focus it development over the next four years. A world cup should also be held in South America.
Not gonna happen. Chile and Uruguay (Brazil & Paraguay, too) have made tremendous efforts to up their game. All grassroots stuff, no poaching. But you'll never hear about them.
WR's aim is at Asia and North America.
 
If that's the best angle, it's not enough to overrule, surely.

It may well be shoulder, but that angle isn't clear and obvious
