Aye, rolling it past like 5 pairs of legs is mental.
Not sure exactly how they could word any new rules (last man must be bound to opposition player wouldn't work, for example) or whatever but something has to be done.
Maybe a rule similar to the placing rule - you can place the ball once, you can reposition the ball once. If 5 players have to roll the ball back before the scrumhalf touches it then it's considered unplayable.

Maybe that the ball cannot go father than the player who is attached to the tackled player on the ground.

So in this example Harry Williams would be the furthest really.

Make the backfoot of the ruck that player that makes contact with opposition player or assists in contact(must help the clearout/drive, binding with your shoulder does not assist) and only 1 player may bind onto the player who is classed as the back foot player. The ball is classed as in aslong as the player is bound and does not pass his foot

Maybe something like that.

Once it's reached the first unencumbered foot, it's called as "available", and the SH is on the clock to clear the ball
