He played a vital role in the Sharks Super 14 campaign and the Boks WC campaign this year.

I guess it would depend on what your definition of what a fullback is, and what he should be doing on the field.
My top 3, in no particular order, would be: Monty, Cullen and Burke
 
For me its gotta be hernandez, his speed pace and kicking mean he cannot be matched right now!

your all only saying montgomery coz he's in the limelight at the moment. i remember not too long ago it was latham until he got injured and before that was muliaina. u only consider them when their form is good.

Well when you said 'no particular order' I assumed that you considered monty & Cullen to be on the same level.
 
I said it that way mostly because i'm undecided on who was the most dangerous fullback. They all brought a different brand of rugby to the field, and they all had/have excellent careers. I would also suggest you be a bit more open minded to the different ways fullback can be played.

Two of the three have world cup winners medals and kicked their sides to glory...i know who i would take on that basis..

Yeah Burke and Monty played pivotal roles in the WC's they won. BUT there is a player who was a master at the counter attack in the years between the WC. Cullen has a record 16 tries in the toughest annual tournament, the Tri Nations. And is the most capped All Black fullback.

And you are undecided between Cully, Monty and Burke? Holgee Molgeez!! I can really see Burke and Montgomery penetrating defences and scoring tries on a regular basis lol Using the World Cup winners as a basis to decide whos the better fullback does not justify who really is the better/best fullback does it?
Cully was a pretty prominant goal kicker when he was playing 13 in the NZ age group teams, he was not needed/ or did not goal kick because there was David Holwell and Andrew Mehrtens doing that sort of stuff...
