Covid loans: Uncertainty over £400m yet to be paid back

There is a "high degree of uncertainty" over how much of the hundreds of millions of pounds lent to sports bodies during the Covid pandemic will be repaid, says an influential group of MPs.

As a question, do the loans referred here means the government only leant to the premiership clubs and the Scottish and Welsh clubs were excluded?

Welsh clubs got them too, via the WRU, from the Welsh government

SRU had a grant and a loan from the Scottish government, not sure if the clubs did too or if the SRU distributed from their funds downwards (think the latter, from a quick Google)
