Noves has won everything there is to win in Europe. You dont just suddenly become a bad coach. His success as a rugby coach is still more recent the Clive Woodward's. Toulouse haven't been brilliant in the last two seasons - but they haven't been shoocking either. He has produced some of the best French talent over the last 15 years. The Fritz thing was terrible management and morally pretty horribe - but it doesn't mean I don't think he could find success with France (as much as anyone could at any rate). Add that to the fact I think he can produce an attractive running rugby game for France which can play to their strengths.
I like Galthie as a coach, and he did well with SF and even more so with Montpellier. But one Top 14 title 5 years ago isnt much better than electing PSA based on his work with Sale (for the record I think Galthie is better - but I think it is best to reward continual success). Noves has won 4 h-cups, 10 french titles and 2 french cups. Surely he's earned a shot with the French team..
