I always thought you could be cited if it was a red card offence and a red card wasn't given, like Burger eye gouging Fitzgerald on the Lions.

Warburton was handed a suspension aswell as the red card. Also they are meant to be cited it they deem the punishment not severe enough, which is the case here.
