That's the problem of Italy and Samoa. Argentina is a Tier 1 team.
And why Scotland is a Tier 1 team? In the last 14 years were an embarrassment in 6N. They are considered a Tier 1 team just because they have the power, because they are the IRB. I don't see much difference between Argentina and Scotland, and if any would be in favor of Argentina. We won bronze medal in 2007 and we eliminated them in 2011.
Umm since Argentina is a Tier 1 nation, and you don't see much difference between them and Scotland, then surely that means you see Scotland as also a Tier 1 nation?
Really don't understand what you're trying to prove anyway? No-one denies that Argentina is a top tier nation, so why are you bringing all this up ? Also didn't Scotland come 3rd in last years 6 Nations, not all that embarrassing? (Yes one good year, but still falls within your 14 year period of "embarrassment").
Also while they may not have had a huge amount of success since 5 Nations turned into 6, still hasn't stopped them claiming scalps of 2 of the top 3 SH nations! Certainly have a better record against the SH nations than a lot of the other Tier 1 Natiosn (excluding the big 3 themselves). Since 2009, they've beaten Australia twice (home and away) and South Africa once.
This record over the last 5 years is actually better than - Wales (0 Wins vs SH), Argentina (0 Wins, 1 Draw vs SH), Ireland (2 Wins, 1 Draw vs SH)
They might not have been as consistently competitive as these nations against the SH, but the results speak for themselves for Scotlands continued place as a Tier 1 nation.
