Does not this mean to most people that, realistically, he should be forgotten about completely until at least the summer tour and only then considered if he has a real number of matches in succession under his belt?

So that makes 12 only between Farrell and Devoto then. I hope Devoto performs better for England than he does for Bath. Not saying he is bad for us but nothing that suggests he should have an England space, apart from all the other options being poor for England too. I feel he will do well at Exeter though.
