It's laughing at, albeit in a dark way (which is very British) the Putin regime and its gruesome, mafia like conduct. Dictatorships that operate like this can invoke a lot of reactions from their enemies but Putin doesn't even care how blatant and brazen he is. It's kind of funny sometimes.
