As far as I can tell, this is where he
first got hands on the ball, he's not leaning on anyone and this is all that matters.
Keep in mind that this photo shows that a ruck has formed; if he hasn't already got his hands on the ball by now, then
Owens would be penalising him for hands in the ruck (he would have made his "Ruck now!" call.)
Initially, I thought you might be right about him leaning on the player on the left, however, when you advance it a few frames...
.. you can see that player is Retallick, and he's well beyond Whitelock.
Interesting, you can also see that Toomua (?) had Whitelock around the neck and dragged him to ground that way... that is a yellow card offence, even a red card if serious enough.
