This might be a Kiwi issue.
We hold on to commentators for waaaaay too long in NZ. There is some kind of cult of the aged.
We have a bloke called Grant Nisbet who is pretty awful, but he inherited the torch from another useless ancient codger called Keith Quinn so apparently it's a job for life regardless of how bad you are. Currently we still have a cricket wicket keeper from decades ago, Ian Smith, and he is commentating on the rugby and he oicked up a vacancy left by the last comments man, Murray Mexted and he was awful too.
Oh for an intelligent informed commentator in NZ rugby...
So Barnes has been around NZ TV as the comments man for any English or Lions rugby for the last however long, ergo, they go back to the same boring well and use him again because tradition is a strange anachronism in NZ rugby commentary.

A mish mash England side with an average age of 12 beat a barbarians side with way more talent than this, this is terrible play.
Even in the 6N's Laidlaw slowed down the Scottish attack, butchering so many chances. Overall no cohesion. This doesn't look like a team as a collection of players.
