Over zealous enforcement where commonsense should prevail.

My understanding of this is he's been done for littering. I think the fines are too high but I don't believe age or if you are on benefits etc should prevent you getting a fine if you have actually commited an offence. The non-payment rates and court action would and does significantly increase.
I'm also a firm believer in these stories in papers are incredibly one sided on what actually happened.

Venezuela is far more important geopolitically, especially with Chinese investment, and Iranian influence.
 
Setting the complete disregard for the burden of proof aside, and just to be 100% clear: you are ok with law enforcement going after an 86 year old person who spitted on a park? Is my understanding correct?
Age is irrelevant and I find it highly unbelievable a leaf flew in his mouth. I think spitting is a disgusting habit and yes, it should be punished. Is the fine excessive? Sure. It's it worthy of outrage? Not really.

Plastic surgery. I've read recently there's a new procedure when chirurgist "pulls" the skin on the nape (to describe it shortly), it gives such an effect of a permanently surprised face. And then people has this facial expression "suddenly sat on a bicycle without a saddle"
 

Having a grand jury refuse to indict once is rare, twice is practically unheard of, twice after the case got thrown out by a judge the first time because the prosecutor wasn't even legally appointed, completely new ground for the US legal system.

If ever people wanted to see what the judiciary being weaponised to go after political rivals actually looked like, look no further than this and the Jack Smith cases, both of which have collapsed.
