Why would Manu go to Sarries?
He's clearly first choice at his club, a full strength Tigers is as likely to win silverware as Sarries, he's probably on mega wedge and he can't be a marquee signing so anything Sarries can offer it's reasonable to assume that Tigers can offer similar.
