I think the logic is it's not the rolling that causes injuries, but legs being trapped and then being turned. However, rolling can be a legitimate tactic at the ruck so in order to avoid injuries you can roll, but you can't fall on the leg and trap it. I think it makes sense.

But all teams kick! God that cry annoys me there's both clever and stupid kicking and England usually do that latter.

And don't usually have penalty advantage when they do.
 
SA player on his knees gets so much as nudged in the neck by accident and is screaming to the ref instantly...
