The Iasi area has always been a big talent pool of Romanian rugby so it will be great if they manage to mantain a team in the Superliga. I also like their strategy - they started by naming a good manager with proven results in other sports (Dan Codreanu, who managed to build the succesfull local event in the Rally Championships from scratch), they were patient and did not sack the head coach after some poor results. Despite promises of a new stadium, the club was wise to start some renovation works at their old one to meet Superliga minimal standards. Modest salaries are also good for a small club.
Regarding players, they mention some from Steaua, Dinamo and former Farul Constanta players returning from France. From CSM they already got player-coach Cosmin Ratiu.
I don't think a player from France or England would come to a club like Iasi or Navodari and accept a wage of 500-800 EUR per month. Even if the club provides free accomodation and meals, it's still too low for them. However, there are a lot of talented Tongans and Fijians who are happy with such wages, that's why there are so many of them in the Superliga. With good scouting, you can even find world-class players from the Pacific Islands who are willing to accept Superliga contracts (like former Timisoara prop Manasa Saulo now at Toulon or former Farul winger William Helu, currently at Edinburgh).
Only the richer clubs like Timisoara or Baia Mare can afford to sign Kiwis, South Africans or Western European players. The smaller clubs can only get them by other methods. For examplu U Cluj has a pretty good French centre (Belguidon), who has played in Pro D2 and for the junior national teams of France, they only managed to sign him because the player studies medicine at the University of Cluj and wanted to continue to play rugby.
