For the champ teams, without European rugby, you could argue that theyd be lacking match numbers.

Actually, the Continental Shield could do with another 8 teams at that level. Dilute the truly weak teams (e.g. Mogliano, Viadana, Spanish/Portugese/Belgian teams) to one per pool.

I considered that; but consider that the Conti is to spread the game, adding more teams from the 6N countries just seems wrong somehow. Scotland and Italy? sure; they've only got 2 at the top, so could put their clubs in, but not the rest.
