Should substitutions be banned.

I think that unless the substitution is for an injury during the match then substitution should only be made at half time, to keep the game following more as many sports fans want less stop start in a sports match and more fast passed sports matches.
 
Tired players make more mistakes, therefore there is likely to be more injuries from mistimed tackles. Also tired players just get more injuries full stop.

If the primary focus is player safety there should be more subs not less.

 
If there was no mistakes made in sports contest then more of them would end up in a draw.

The flip side is less subs would mean players have to be fitter and smaller and therefore wouldn't be as tired nor have the mismatches we see of fresh vs tired players who weight 120 plus kg.

There is an argument for both sides but it makes sense to have less subs. Make props play both sides (it's not hard) and then a lock/ back row cover and one back. So three subs is all you need. Would massively improve the game.

They are 2 separate issues

So if the goal is to neutralise the bomb squad then have fewer subs.

If the goal is safety then have more subs.

Both a valid choices but they are binary choices.

i dont think its that simple

I think two tired players might make a mistake...but i also think the impact speed will be reduced

I think a bigger problem is a fresh player against tired player...a mistake against someone fresh going full speed is more likely to cause an injury
 
I would add that assuming Ross Tucker is correct, and I have no reason to doubt it, then I would guess that there isn't much chance of the amount of subs being reduced as World Rugby will be concerned about further lawsuits if the change leads to an increase in injuries. Especially if the science is telling them of the risk and they chose to go against it.
