That's a possibility, although when you get down to DC, you're getting pretty far from NYC and at that point, why not just put it in a better venue and better rugby area in SF? One of the benefits of NYC (and to a similar extent Philly as we saw in this match) is that it's somewhat in the middle of the whole BosWash corridor but a match in DC would struggle to draw from so many different surrounding cities.
