I think you just have to be the last man in the ruck, with no one bound to you
I remember a try a week or two ago that went to TMO to check just that - it turned out to be OK because despite the guy reaching between his legs to pick the ball up, the guys behind him weren't fully bound to him in the ruck so he was technically the 9
