Walabies vs Puma sin bin

What was the tackled without ball professional foul about?? The first puma in failed to protect ball and went straight for ball instead of going over to form ruck, but when he was cleaned out the Aussie got sin binned. If you can't play person retrieving ball why bother forming a ruck? As far as I knew only the half was protected.

It seemed strange to me, there didn't seem to be a ruck formed.
