@die_mole does the professional foul yellow card reset the penalty count for a team yellow? Or is there just no guidance at all on this as it appears to me?

depends. Team yellows by law should be for same offense but in reality it's for lack of discipline in one phase of the game. So that one probably wouldn't reset it but if a team was on a tackle warning and they committed a professional foul at the breakdown it would count as both.
