Scotland and Wales have always had similar issues...

Lack of depth, lack of physicality at that age, and lack of numbers across the country.

Having worked in both junior systems, the quality and quantity of U16's is low, very low.

The good news is for development, statistically speaking as a player, you will learn and develop skill In that environment at a higher rate than in the English or French set up.

Also, as Ireland, Scotland have proved, identifying overseas talent at the age of early 20's, scoping the recently rejected and dejected can prove quality. Think VDM, VDF, Aki, Hanson etc...
