There were approximately 50,000 registered players in Argentina in 2010, though I don't know what the breakdown is. From the gist of the articles, many of these players are youth players in school and college clubs and about 1/5 of the total is in Buenos Aires[1][2]
They seem to have a fairly established youth system.

As I couldn't find the budget for each Federation, I thought it would be easier to take each country GDP (which I guess is proportional to the budget of the country rugby federation in most cases) in order to see what are the financial means of each country.

Can't believe than England has more players than all the other countries put together.
