What do you personally think should and/or can be done to increase global interest in the sport?

With the laws constantly changing since rugby has become a professional sport, do you think that it has in any way negatively impacted the game? Many people prefer a sport like football over rugby, as it has less rules, and is thus 'free flowing'. Also, with the 1000's of laws regarding scrum and line-out time, do you feel that set pieces are now more of a 'requirement' than an actual area where games are won?
 
For the supporters watching a game of rugby, scrums are becoming more and more infuriating. This is due to every scrum now having to be reset numerous times, and the fact that very few referees seem to understand what's happening in this complex part of the game, resulting in many referees seemingly guessing which way to award a penalty or free kick. In your opinion, what can be done to improve this unique aspect of our game?
