Limits for covert teams involving national teams?

A limit for the teams that are actually covert national teams, as Jaguares, for example, only 25% of the players belong to the team Argentina.- The essence of Super Rugby should be should be kept
 
Its an interesting topic but I'd be happy for Argentina and Japan to field essentially their test sides just so that the 'SA' conferences remain as competitive as possible even if the teams aren't all from SA.

Even then, there is no easy rides and test players only count for so much. The Sharks for instance were SA's 2nd poorest team looking at the log but if you go through their roster:

1 Mtawarira
2 Du Plessis
3 Du Plessis
5 Du Toit
6 Coetzee
7 Alberts
9 Reinach
10 Lambie
11 Mvovo
12 Steyn
14 Pietersen

All current test internationals. That's 11 of the potential starting 15 and even then you could add a few players who have caps for the Springbokk in Kankowski and Ndungane... who else. Sure, its just one example but you see what I mean?

My vote would go to letting those sides field whomever they want.
 
Yeah, I'm with Stormer on this one.

The Blue Bulls and Stormers usually have about 11 - 16 players in their matchday 23 that are springboks, so it's not an isolated thing, and most teams can boast that the have internationals. It doesn't always mean that they will win every game though. We have often seen teams filled with internationals that play rather poorly.
 
in the above references, they are 50% of players in these conditions, in the case of Jaguares, would be 100%, (complete team) .- I think it's not the same, and this situation is good considering it before it's too late.-
