the only thing that's for sure is we have no idea to what the extent of doping in the sport really is, best guess would be it's worse than we think even though we know it's bad.

I think a good benchmark is how the Tour did not reallocate all of Armstrong's victories because you had to go down to 27th place to find anyone who hadn't had a doping violation.
