On what grounds is that not a penalty?

On the grounds that it helps England - I suspect Austintgr agrees. The laws there favour England, so the laws must be wrong.

Of course, you'd usually just let play on; but if you've blown and reviewed; you've gotta lay the letter of the law
 
Aussie backline is pretty bad, credit to Englands defense, but this is unimaginative finishing
 
Scrum creaking but we don't really have anything on the bench for that after Mullan struggled last week
