The schedule normally goes:

June tour - Northern Hemisphere teams travel to the Southern Hemisphere
November tour - Southern Hemisphere travel to Northern Hemisphere

So, for example, in June Russia might go to Tonga and play them in Tonga, and then in November New Zealand Maori would go to Russia, and play Russia in Russia

Especially for NZ Maori. Regardless of the fact that very few NZ players play in the snow often (or tempretures below 0), anyone whose seen NZ Maori play, knows it's revolved around great skills and speed. In the snow, they'd be like a dragster in the mud. Useless.
 
In November, the best from Russia to go to the south, rather than vice versa. In Krasnoyarsk in November is already underway hockey season, frost may be greater than -20C:)
