No problem with them doing HIA assessment if they have a relevant pro doing the tests, it they should be in addition to the existing regs, not in lieu.
I was doing return-to-play protocols for my club for 3-ish years before they were mandated (I'd come across the original source whilst researching something to do with whiplash IIRC), but the 3 then 1 week mandatory minimum was still the minimum, but a failed test would only extend that, never reduce it
