How do you edit rfe, mis, dat, ffn, rdf files in the data.gob file?

I'm trying to alter the difficulty level in the World Cup. It seems the World Cup level is more difficult than a single game. I'm also trying to increase the levels of team performance. Five levels doesn't seem enough to me. I was wondering if there was a way to open the files rfe, mis, dat, ffn, rdf in data.gob. To see if I can alter both the number of team performance levels and the difficulty level in world cup.
Does anyone know how to open and edit these files?
