While that is a shitty and uncalled for move, why does Reed have him in what looks to be a bear hug (around the neck?), with no intention of releasing him? Or am I just not seeing it right?

Regardless of the 'headlock' ... The guy has no right / to justify placing his hands in the eye region of Reed's face.

Oh, I agree on that. Eye-gouges are terrible. But is there not some penalty for holding a player and preventing him from returning to play? I've seen it done many times, and I always wondered - if you can't tackle or block someone who doesn't have the ball - why you can keep a player pinned to the ground when it's obvious you're doing it to keep him away from the ball and out of play. Is it allowed because both players are on the ground?
