Firstly the team can name 23 players, but there must be at least six STE (suitably trained and experienced) front row players, and they must have a replacement for each position in the front row, so that in the event of an injury to each of the front row players, there is a replacement available
Additionally there is the "man-off rule" (a.k.a. the "Wasps" rule). If scrums go uncontested as a result of the last STE FR player having to leave the field, either through injury or a red.yellow card, that player cannot be replaced and the team plays on with only 14 players.
