thw game is getting too slow

I feel something will have to change in the game due to the potential injuries they could get. I don't have the data, but I imagine it's driving a lot young players away due to the risk.
 
ball in play is up 300% from the 1999 to 2019 World Cup.

using ESPN scrum archive I went through the 1999 World Cup and the 2019 rugby World Cup. Penalties are down from 26 a game in 1999 to 16 in 2019. Cards per game in 1999 was .88 and in 2019 it was .8. I must hand it to whoever is pushing this narrative that there are too many penalties in the game and not enough ball in play time. They've convinced a lot of people that reality isn't real.

People get nostalgic and just remember the free flowing parts of the game from years gone by.
 
injuries are going to happen in any contact sport. here in the sates kids have gone away from football to soccer , because the parents don`t want them getting hurt.
