No. Reduces the amount of home games from 16-17ish to what, 11 or 12?

That's a big drop in revenue for the clubs.

Maybe it could work with 18+, two conferences of 9?

Drop in revenue but the clubs could manage with smaller squads which drops the wage bill.
 
Ditch Wasps, Worcester and Saints Keep Tigers as the sole midlands team = Less fixtures and everyone is happy.
Very good idea, how about also losing Bath, Bristol and Exeter from south west, Saracens from London and Sale, Newcastle and Doncaster from North.

Then have a four team competition.

That was Sir Ian's idea, NFL teams would scout the rest of world for teams to play in this event.
With funding from NFL in exchange for access to English talent for NFL and access to UK advertising, they maybe interested. The financial clout of NFL would possibly encourage many Saffas and Pacific Island players.

Good idea, I have always been an advocate of a British and Irish League of 28 teams, playing an NFL style season of 16 regular season games and play offs, plus a smaller European tournament down from 9 dates to 8 dates with max of 7 matches.
I would also like to move all internationals to late summer early autumn in northern hemisphere
