To me it was after, though not hugely.
The call to release was fairly late though, and the tackle is complete when the knee hits the ground, not when the ref points it out.
To me, had it been just based on the timing of the call, a pen would have been "harsh but fair" but as is, she should have known the pat the knee hits the floor (an abrupt stop to downwards motion), and had time to release cleanly before being told to.
