yeah it's a re-release without the licensing as rugby 25 has all the licenses now.

If they could find a way to allow console users to download the created kits by computer users that would be a game changer for RC4 and would get a lot more sales. And a couple of other bits and bobs they could add to it would be huge.

I think that if they could do that, it would absolutely crush Rugby 25

I thought they had given up on the game. I wonder at what point they decided to resurrect a 4 year old game to re-release without licenses. Its on Nintendo Switch as well which is something Rugby 25 can't offer. The developer Wicked Witch has been bought over, rebranded etc. No marketing of the re-release.
