The French clubs would definately dominate a rugby richlist. Racing, Toulon and Toluose have crazy budgets. Leinster have a pretty good one. Judging by recent purchases Ulsters is pretty good with rumors that Mcllroy is a backer. Leicster had a revenue of around 17m in 08-09 and I might be wrong here but I believe Bath are backed by a billionaire.

In the N.H. Connacht or Newport are probably the poorest.
