RC#3 - PS4 or PC?

A couple quick questions -

Is it possible to import authentic jerseys and logos into PS4 mods or are those only available in PC mods?

Generally speaking, is the PS4 or PC version better? Or is there no meaningful difference?

I'm a noob to the sport so I was hoping to use RC3 as a way to introduce myself to the game but just wanted to be sure of what would be available before I shelled out the money
