It's a very long, very boring paper.
I had a skim through for the seating bit (which was the bit most people wonder about):

Minimum of 10,000 people, with a minimum of 3,500 seats, with a minimum of 2,500 "covered" places (whether seats or terraces) - all new stands, built after 2006, must be covered.​

It's awkward for clubs that don't meet the requirements isn't it. There's a big risk in investing in it but a huge reward. The only teams that meet them are Bristol and Leeds right?

the whole promotion/relegation thing has always interested me. we don't have that in professional sport in NA. for example once you are an NHL team you are always an NHL team, for the most part.

Interestingly, sort of on topic with this thread as it relates to Copthall, rumour on the terraces now appears that the Saracens SA investors have supposedly threatened to pull out if they're not playing there by September.
