This is correct. Pretty much the only teams who could put together anything like a full strengh squad for an out of window test would be New Zealand, South Africa, Australia and maybe Ireland and Argentina.

True, but if the aim is to maximise revenue, and Twickers will sell out anyway, it probably doesn't matter if a side is at full strength or not

I'd imagine it would only be England, New Zealand and Ireland that would be able to definitely put out a full team barring injury obviously because they are the only ones with centrally contracted players or an agreement with the clubs in England's view point
