Under the present laws, kick-off is taken by the side which conceded points (15-a-side) and by the side which scored points (Sevens).
The reason is explained that territory is more important in 15-a-side and ball-possesion is more important in the Sevens.
However, if so, why is there "not 10m"?
And in this World Cup, many teams kicks short and high ball to keep the kick-off ball.
Shouldn't we change the law of the kick-off?

Why do you have to start threads for every single one of your ideas, perhaps just start a thread about your ideas and continue posting them in there.

paper scissors rock to decide who wins the entire game?

Ok. The kickoff can be just kicked to the opposition, or you can take a risk and try and win the kick. If you do, it will set you up well, but if you lose the kick it may put the opposition in a good position. The 10m rule is so that you have to give it enough distance to make it a fair contest for the ball, if the law wasn't there it would be too easy for your backs to pick up a really short kick.
