Toulon are only going to get the depth to compete with Toulouse by signing lots of players, tbh the quality French players all seemed to be signed by the historically top teams or club loyal.

If over the next two/three seasons they can win the top 14 and the Heinekin they can starting attracting real french talent. Atm it's obviously difficult for them.

As for Dr Phil going to Stade, I think that move was mooted at the start of this season but fell through. Would make sense.
