You're right. There is no problem with either English soccer or rugby teams at major tournaments. Most of the time they simply lose to better teams. The last three teams to knock England out of the football world cup (Brazil, Portugal and Germany) were all, in my opinion, man for man better teams than England. I don't know much about the selection of your rugby team but England won the world cup in 2003 and overachieved in 2007. You can't accuse England of choking or anything.
