Chilliboy always in the bok mix

I fail to understand why a quality player like bandisa maku can't break into the bok team seeing that he is the best provincial team in the world's second choice hooker!

Even before you pick Maku you have to pick Gary Botha, Tiaan Liebenberg or Schalk Brits.

Why is the discussion of Quotas treated as a taboo nowadays (in terms of the media)
it is obvious that Chilliboy is a quota, as well as ricky januarie, and (although he is a good player, just too small and will be found out) Gio Aplon.
What bugs me is if he is using his quotas, why not select maku? Could it be that PDV wants to see Chilliboy as the Bok captain after the 2011 WC?
Scary thought, but I am willing to put my money on it
