How is henshaw not off for a HIA?

Yeah can anyone explain this because it was the same with de Klerk when he was almost crushed between Cipriani and Robson. Both Robson and Cipriani went off, but de Clerk stayed on. I thought if there was any possibility of a head injury they should have a HIA.
