Hasn't really helped the Welsh regions though or the Scottish ones for the most part.

I recon england sren't qualifying because they have their best players spread around 12 teams instead of the 4 in Ireland, the 4 in Wales, and the 2 in Scotland.

France have 14 teams but their salary caps are very high and they can still by and large buy whoever they want, which the English can't do.

This arguement has some credence but I'd say that the best English players are almost dpread over 4 clubs i.e. Leicester, Northampton, Harlequins and Saracens.
