Adding the Lions Tour game mode to Rugby 08 in 2021

I don't know. From finding snippets in dc**.english there may have been an option to play as the home team/opposition/hosts planned or it was available in R06, but I don't know if it works on R08, there's lots of stuff in R08 files that may just be cut/paste R06 stuff that wasn't used:

Well from what I read when you win the elite division you can play as the home nation. I'll try it out

I've swapped the teams in the 10 Nations tournament mode, so the other International sides in the 22 mod have something to do. The tournament now features Canada, Fiji, Georgia, Japan, Namibia, Romania, Samoa, Tonga, Uruguay, and USA.
