That money is being reallocated to the space race with China so that the President can take the glory for successful moon and mars missions. It has been speculated, as I posted, that the targeting of USAID is a response of USAID investigating the contracts with starlink, musk.

Remember musk promising hurricane victims a free month of starlink connectivity whilst neglecting to mention they had to buy $1000 dollars worth of starlink equipment which would be worthless afterwards unless they kept paying starlink?
